Presidential decrees stand for the power of the president of the Palestinian Authority to enact procedures and regulations which have the legal validity without the usual legislation procedures. This power is given to the president by the Basic Law which functions as the temporary constitution of the Palestinian State until the establishment of an independent state and a permanent constitution for Palestine can be achieved.
In accordance with the Basic Law, Decrees are issued in specific and urgent situation, i.e., state of emergency, as well as in cases when the Palestinian Legislative Council doesn’t function provided that these decrees will be void if they are not approved in the first meeting of the Legislative council, or if the council decided not to approve them.
